James E. Skaggs was born in Bismarck on October 27, 1938 a son to Louis and Macie (nee Lewis) Skaggs.  He died on September 2, 2024 at Mercy Hospital-South at the age of 85.  He is survived by his wife Mary Virginia “Ginny” (nee Weiss) Skaggs, De Soto; one daughter Dina (Marshall) Miller, De Soto; one son Todd (Julie) Skaggs, De Soto; three grandchildren: Grant Miller, Luke (Tristian) Skaggs and Morgan Skaggs; two great grandchildren: Ryleigh Skaggs and Reece Skaggs; one sister Ann Honerkamp, Fredericktown; one brother Rick (Gale) Skaggs, Oxford, GA and a sister in law Janet Skaggs, Doe Run.  He is preceded in death by his parents; a sister LaDon Webster; a brother Charles Skaggs and two brothers in law: Joe Honerkamp and Sam Webster.  Jim had retired as a forklift driver for St. Louis Refrigerator Car. After his retirement he worked for Masterchem and served as a volunteer with the Hillsboro Food Pantry.  He enjoyed the outdoors, especially hunting and was a fan of the St. Louis Baseball Cardinals.  As an expression of sympathy memorial donations may be made to the Hillsboro Food Pantry, P.O.
